Brief specification description or basic overview of the project: Empower the refined urban management and emergency response of Nanhui New Town through drones, including but not limited to automated patrols from fixed hangars and manual by mobile personnel, combined with relevant algorithms to achieve the statistical analysis of pedestrian and vehicle flows in large-scale crowd scenarios; post-disaster statistical work following emergency incidents; and patrol operations in key areas.

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（是）专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas and increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This projectis) specifically oriented towards small and micro enterprises for procurement, and no price discount concessions shall be applied to products from small and micro enterprises during evaluation. (2) Support welfare units for with disabilities, and treat them as small and micro enterprises.
(c)本项目的特定资格要求：3.1未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
3.2符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
3.3具备民用航空管理部门颁发的《民用无人驾驶航空器运营合格证》；
3.4本项目不允许转包。
(c)Specific qualification requirements for this program: 3.1 Not listed as a dishonest judgment debtor or a party to a major tax violation case on "Credit China" (www.creditchina..cn) and the China Government Procurement Network (www.ccgp.gov.cn), and not included in the list of records of serious illegal and dishonest acts in government procurement 3.2 Suppliers that fall under the provisions of Article 17 of the "Guiding Opinions on Aligning with International High-Standard Economic and Trade Rules to Promote Pilot Government Procurement Reform" (Hu Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. 3.3ess a "Civil Unmanned Aircraft Operation Certificate" issued by the civil aviation administration; 3.4 Subcontracting is not allowed for this project
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
